Strengthening Cyber Crime Management: New CEO Positions Proposed by Home Ministry
 

New Recruitment Rules for Cyber Crime Coordination

The Ministry of Home Affairs (MHA) has proposed new recruitment regulations aimed at enhancing India's cyber crime management system through the Indian Cyber Crime Coordination Centre (I4C). The ministry plans to establish a Chief Executive Officer (CEO) position at the Senior Administrative Grade (SAG) level-15, equivalent to an Additional Secretary rank, along with three Additional CEO roles at level-14, comparable to a Joint Secretary in the central government. Stakeholders have been invited to provide feedback on these proposed regulations by August 14, after which the recruitment rules will be finalized.


Selection Process and Committee Approval

The appointments for these positions will be made with the approval of the Appointment Committee of the Cabinet (ACC), chaired by Prime Minister Narendra Modi, through a search-and-selection committee led by the central home secretary. On July 14, the MHA circulated an official memorandum to all relevant parties, requesting their suggestions. The memorandum states that the intention is to create recruitment rules for the CEO and Additional CEO positions under the Indian Cyber Crime Coordination Centre (I4C), which falls under the Cyber and Information Security Division of the MHA. These roles will not be under the purview of the Union Public Service Commission (UPSC) and will be filled based on a non-central staffing scheme through deputation.


Feedback Request and Finalization of Rules

All stakeholders are requested to submit any feedback on the proposed recruitment rules to the Under Secretary (Cyber Crime) of the Cyber and Information Security Division by August 14, 2026. The recruitment rules for the CEO and Additional CEO positions will be finalized after considering the received feedback.
